BP’s EDTP in Azerbaijan Wins Another Award

From January 2010 through the end of 2012, T&M Associates worked with a local Azeri company to lead BP’s Enterprise Development and Training Program (EDTP)

  • In 2013, the program was recognized by the IFC as a best practice in Local Content Development.
  • In 2013, the EDTP program won the prestigious BP Global Helios Award.[1]
  • In 2017, the program was selected from over 100 programs as the runner up for the World Petroleum Council Excellence Awards in Social Responsibility.

Goic and Aramco Meeting on Industrial Development

 

In March 2017, a delegation from Goic met with Saudi Aramco to discuss attracting investors, providing training, and increasing local content.  Dr. Tom Deeb represented the Aramco iktva group and described the program, expectations, and contributions to the Kingdom economy.

BP’s Enterprise Development and Training Program (EDTP) in Azerbaijan

From 2010 through 2012, T&M Associates worked with a local Azeri company to lead BP’s Enterprise Development and Training Program (EDTP). After 3 years, SME contracts increased to 30% of the total expenditure, hundreds of new Azeri jobs were created, and millions of dollars of new investment were made. The success of the program can be seen in the graph shown in BP Azerbaijan Sustainability Report from 2015.

 

After 3 years, EDTP achieved the following:

  • Local companies won contracts in the excess of $300 million.
  • Local suppliers significantly increased their full time employees
  • Local suppliers increased their investment by ~ $8 million (local supplier investment dollars)
  • Local companies also won about $25 million contracts outside of oil and gas — demonstrating the value of development to deliver new business (spill-over effect).
  • BP realized millions of dollars in savings, and a less than 12 month payback with a substantial ROI.
  • Our local partner continued to successfully operate the EDTP center independently after our involvement ended.

Improving Trade in Africa

For more than 20 years, T&M Associates has provided technical expertise to governments and private industry across Africa.  These projects focused on reducing barriers to trade and improving trade within Africa, as well as exports to Europe and US. Activities included increasing local and regional capacities and capabilities, regulatory and policy reform, improving food quality and SPS capacity, establishing harmonized norms, increasing regional standardization, improving laboratories for veterinary, phytosanitary, and health organizations, and consulting on marketing. These projects are supported by USDA, USAID, World Bank, IFC, Millennium Challenge Corporation (MCC) and others. Examples of some of our projects include:


USAID Builds Capacity for Food Safety Systems in Azerbaijan

Under the USAID Trade and Investment Reform Support Program (TIRSP), T&M Associates developed and led the SPS strengthening program.   We trained over 200 government, industry, academic, and food safety professionals in food safety inspection for processors and retailers, risk assessment, and border inspections. In collaboration with the USDA developed a Cochran food safety training program which 6 delegates from Azerbaijan attended. Under TIRSP assisted the Azerbaijan State Phytosanitary Services in improving compliance with international norms as required under WTO by increasing transparency of the import/export process for plant based products, published and disseminated over 2000 reference guides on plant diseases in Azeri, and created a tri-lingual (Russian, Azeri, English) web site which provides trading partners with the information they need. In 2010, with the USDA, designed and provided food safety training to over 100 companies with our Ukrainian partner IIFSQ.  The training included the publication and disseminated two in-depth HACCP manuals for Dairy and fruit and vegetables in Russian.  In 2009 we supported the Biological Threat Reduction Program and World Bank efforts to improve veterinary education and emergency animal disease response.  This led to the execution of a 3-day Avian Influenza field exercise held in September 2009 which included over 100 participants from 13 government agencies and has been named a best practice by the World Bank and the development of a 10-year strategic plan for improving the Veterinary Education in Azerbaijan that has attracted funding from government and other donors.


Developing the Economy in Ukraine and Azerbaijan

In 2010 and 2011, T&M Associates worked with local companies in Ukraine and Azerbaijan to increase their participation in the supply chains of multinational companies.  This effort was an integral part of T&M Associates’ in-country economic development programs. T&M Associates’ experts designed and taught courses and consulted on best business practices.  As part of this effort, Paul Dismer designed and taught courses on Sales and Marketing, as well as how to effectively respond to RFP’s issued by multinational companies. Mr. Dismer also provided in-depth consulting on Quality and Traceability for the metal industry.  Dr. Maria Beug-Deeb provided consulting on best business practices and market development.  Dr. Beug-Deeb also designed and taught courses on Quality Programs and Food Safety. Dr. David Ladner designed and taught courses on Health, Safety and the Environment (HSE) and on Intellectual Property. The courses were implemented as train-the-trainer programs and were translated into local languages.

The outcome of this training and follow-on supplier support was a marked increase in local companies wining significant business with multi-national companies.  By 2012, Azeri companies doubled their contract values with BP and Azeri small and medium enterprises (SMEs) realized more than a 200% increase in contracts.

Guide for Assessing Investment Needs in Laboratory Capacities

The “Guide for Assessing Investment Needs in Laboratory Capacities for Managing Food Safety, Plant Health, and Animal Health” was published by The World Bank, Agriculture and Rural Development, Sustainable Development Network in 2009.

Dr. Maria Beug-Deeb presented her findings and recommendations for assessing investment needs for laboratory capacities at the STDF Consultative Workshop on Investment in Laboratories for Food Safety and Agricultural Health, held at WTO headquarters in Geneva on 15-16 November 2007.
